Chief Mike Thomas
Chief Thomas started his policing career at Harlan Police Dept. in August of 2001. He attended the Department of Criminal Justice Training and graduated from class 318 as the valedictorian. Chief Thomas has specialized training in accident reconstruction. He is a Certified Intermediate Officer through the Career Development Program of KLEC. He served one year as Sergeant before being promoted to Chief of Police in July of 2008.

Sergeant Mike Boggs:
Sergeant Boggs began his police career in 1989 with the Evarts Police Department. He graduated in 1993 from the Department of Criminal Justice Training. He served with the Harlan Police Department from 1992 to 2000 and held the rank as Sergeant. He returned to Evarts Police Department to serve as Assistant Chief from 2000 to 2007 before returning to Harlan Police Dept. Sgt. Boggs is an Intermediate and Advance Law Enforcement Officer. He was promoted to Sergeant in August of 2008.

Officer Mike Cooper:
Officer Cooper began his career in law enforcement in 1991. He is a graduate of the DOCJT. He has previously served with Harlan Police Department before serving with Evarts Police Department as well as the Bell County Sheriff’s office were he held the rank as Captain. Officer Cooper is an Intermediate and Advance Law Enforcement Officer through the Career Development Program with Kentucky Law Enforcement Council. He currently serves as the department’s firearms instructor.

Officer Terry Jacobs:
Officer Jacobs graduated from the Department of Criminal Justice Training in 1996. He has served with the Harlan Police Department prior to serving with the Harlan County Sheriff’s Office as well as the Evarts Police Department. He returned to Harlan Police Department in 2008.

Officer Miron Southerland:
Officer Southerland started his career with the Harlan Police Department in 2001. He is a graduate of Department of Criminal Justice Training. He has served with the Harlan County Sheriff’s Office as well as Bell County Sheriff’s Office before returning to Harlan Police Department in 2008.

Officer Derrick Noe:
Officer Noe graduated from the Department of Criminal Justice Training in 1994. Officer Noe has served with the Harlan County Sheriffs Office. Officer Noe is an Intermediate Law Enforcement Officer through the Kentucky Law Enforcement Council. He returned to Harlan Police Department in 2007.

Officer George Young:
Officer George Young: Officer Young began his career with the Harlan Police Department in 2001. He is graduated from DOCJT in 2002. He has received specialized training in accident reconstruction. He is and Intermediate Law Enforcement Officer.

Officer Craig Miller:
Officer Miller began his career in 2006 with the Cumberland Police Department before coming to Harlan Police Department. Officer Miller graduated from the Department of Criminal Justice Training in 2007.

Officer Jeff Owens:
Officer Owens began his career in law enforcement with the Harlan Police Dept. in 2009. Prior to coming to Harlan Police Department, Officer Owens served with the United States Marine Corps and served in Iraq. He is a graduate of DOCJT class 408. While attending the DOCJT, Officer Owens served as a squad leader, Honor Code Officer and the flag detail. He also received the Fit for Duty award.

Officer Rodney Sturgill
Officer Sturgill began his law enforcement career in 2006 at the Cumberland Police Department. He is a graduate of DOCJT. He began working at HPD in 2010.
